SLTI[U] instruction argument order mismatch in shorthand function

According to the MIPS opcode sheet provided in
d0013e – MIPS opcodes,
the slti and sltiu instructions use the argument order rt, rs, immediate.

However, the shorthand function currently uses the order rs, rt, which does not match the specification.
